【拒絕自動隱形,在國際舞台上堅守台灣主體認同:伴盟針對 GlobalGiving 平台更名事件之立場聲明】

致 所有支持伴盟的夥伴與社會大眾:

日前,國際公益募資平台 GlobalGiving 單方面決定將平台上台灣組織的所在地「Taiwan」更名為「Chinese Taipei」。在收到通知的第一時間,伴盟便與數家在平台上有募資計畫的指標性組織取得聯繫,並加入2026 年 5 月 23 日向Global Giving董事會發出的共同聲明,抗議平台屈服於中國政權的打壓,片面更改台灣的地域名稱,違背平台所宣示的公平、包容與支持在地社群的核心精神。

面對這波來自威權政權、最終仍難以逆轉的政治施壓,伴盟內部對於是否全面撤出平台,經過多次激烈討論與策略評估,我們認為比起失去這個平台的國際捐款,真正更令人憂心的是:當前中國政權正加大力度壓縮台灣公民空間,若選擇退出是否恰恰正中中國政權的下懷--讓台灣,尤其是台灣在民主人權領域的成果,徹底在國際領域中消失?

正如本會創會理事長許秀雯律師所指出,該平台選單所使用的標籤是“Location”(所在地)而非“Country”(國家)。台灣是一個無庸置疑、客觀存在的地理與政治現實;相反地,「中華台北」(”Chinese Taipei”) 才是一個屈服於外部脅迫下的政治產物。因此,我們絕不接受、也不對號入座此政治框架。

為了展現積極抵抗,並確保台灣的主權與人權成就對國際捐款人保持高度可見,我們已在 GlobalGiving 的伴盟頁面上採取了以下具體行動:

專案內容:

在我們目前唯一的募資計畫「End Forced Sterilization of Trans People in Taiwan」(終止變更性別的強制手術要件)中,我們修改了開場白,在第一行置入「台灣是一個國家(Taiwan is a country)」的訊息。這確保了無論捐款人使用何種裝置瀏覽頁面,台灣的國家主體性都是他們不會錯過的訊息。

使命定義:

我們更新了伴盟在平台上的官方「組織使命(Mission)」。任何瀏覽者點入本會介紹,將在第一時間看到「台灣是亞洲第一個將同婚合法的國家」。

這些更新是我們不向威權退讓、拒絕將發聲空間拱手讓人的具體行動。我們留在平台上,可以持續展示台灣蓬勃發展的民主與跨性別平權運動。平台就算恣意改動台灣的地理標籤,但絕對無法抹去台灣是一個主權獨立國家的事實。

在此,我們也向所有關心伴盟的支持者承諾:未來若 GlobalGiving 有進一步的打壓行為——例如擅自修改、刪除或審查我們專案描述與組織使命中的「Taiwan」或「country」等字眼,這將踩到我們的底線,屆時,伴盟將毫不猶豫退出平台。

台灣的公民社會具備韌性、靈活且絕不屈服。我們不會被噤聲。我們會繼續在每一個可能的國際場域,大聲說出台灣的名字。

Refusing to Disappear: Standing Firm for Taiwan’s Identity on the International Stage 

The Taiwan Alliance to Promote Civil Partnership Rights’ (TAPCPR) Statement on the GlobalGiving Relabeling Incident

To All Supporters of TAPCPR and the General Public:

Recently, the international crowdfunding platform GlobalGiving unilaterally decided to relabel the location designation of Taiwanese organizations from "Taiwan" to "Chinese Taipei." Upon receiving the notification, TAPCPR immediately contacted several leading organizations with fundraising projects on the platform and joined a joint statement issued to GlobalGiving's Board of Directors on May 23, 2026. This joint action protested the platform's capitulation to pressure from the Chinese regime and its unilateral alteration of Taiwan’s regional name—an act that directly contradicts GlobalGiving’s declared core values of equity, inclusion, and supporting local communities.

In the face of this political pressure from an authoritarian regime, which ultimately remained irreversible, TAPCPR held multiple intense internal discussions and strategic evaluations regarding whether to completely withdraw from the platform. Following these evaluations, we concluded that compared to losing international donations from this platform, the truly greater concern is: as the Chinese regime intensifies its efforts to compress Taiwan’s civic space, would choosing to withdraw play right into their hands—completely erasing Taiwan, especially its achievements in democracy and human rights, from the international arena?

As our founding chairperson, Attorney Victoria Hsiu-wen Hsu, has pointed out, the platform’s dropdown menu uses the term "Location" rather than "Country." Taiwan is an undeniable, objective geographical and political reality; in contrast, "Chinese Taipei" is merely a political byproduct of external coercion. Therefore, we absolutely refuse to accept or accommodate ourselves to this political construct.

To demonstrate our active resistance and to ensure Taiwan’s sovereignty and human rights achievements remain highly visible to global donors, we have taken the following concrete actions on our GlobalGiving pages:

Project Content:

In our only active fundraising project, "End Forced Sterilization of Trans People in Taiwan," we have revised the opening paragraph to insert the message "Taiwan is a country" right in the very first line. This ensures that regardless of the device donors use to browse the page, Taiwan’s national identity is a message they will not miss.

Mission Definition:

We have updated TAPCPR’s official Organization Mission on the platform. Anyone who clicks on our profile will immediately see that "Taiwan is the first country in Asia to legalize same-sex marriage."

These updates are concrete actions demonstrating our refusal to back down or cede our expressive space to authoritarian forces. By remaining on the GlobalGiving platform, we can continue to showcase Taiwan’s thriving liberal democracy and transgender rights movement. The platform may arbitrarily alter Taiwan’s geographical label, but it can never erase the reality that Taiwan is an independent, sovereign country.

Here, we make a solemn promise to all supporters who care about TAPCPR: If GlobalGiving takes further suppressive actions in the future, such as arbitrarily altering, deleting, or censoring the words "Taiwan" or "country" within our project descriptions or organizational mission, it will cross our red line. Should that happen, TAPCPR will not hesitate to withdraw from the platform.

Taiwan's civic space is resilient, flexible, and unyielding. We will not be silenced. We will continue to loudly proclaim Taiwan’s name on every possible international stage.
